Premonitions/Danger Sense - an extra option within VATS. At a cost of a full AP bar, plus perhaps reduced/nil AP regeneration for a time, rewind the game by 30 seconds. What you just played didn't happen, it was just a vision of a possible future.

Invaluable when you find yourself suddenly surrounded by Deathclaws or Radscorpions that you can't hurt, and you realize that you haven't saved since you left that gas station half an hour ago.

Like A Preservative- Level 26, Science 50, Medicine 65:When addicted to 2 or more drugs, you gain +5 DT and +100 HP, but when suffering withdrawal, you lose 5 DT and 50HP.

Tech Junkie- Gain 20% skill points towards Medicine, Energy Weapons, Explosives, and Science every level, but suffer 20% reduced skill points for Melee Weapons, Unarmed Weapons, Guns, and Survival.

Float Like a Butterfly- When using Unarmed and Melee Weapons, you move and attack faster but suffer lower critical and VATS damage.

perk: Sharks with Fricking Lasers

What every super-villain wants for Christmas...

(When near water, sharks with lasers will spawn, friendly to you, and attack your enemies. Will terminate when you move away)

Hero Power: THIS is why you're the hero of the wastes, baby! When in proximity (<50 feet) of 5+ enemies, you double your VATS ap and Gain +10 DT, +10% Damage with all weapons, and your aiming speed outside of VATS is improved. If you happen to be wearing sunglasses at the time, you also gain a boost in accuracy for VATS, making each hit 95% on any enemy within this perk's effective radius.
Your VATS kills are rendered into stylized motions, instead of the usual aim-shoot animations.
Your unarmed VATs attack is an explosive bitchslap.
After the number of enemies has been reduced, this perk stays in effect for 30 seconds. If you run into another situation, the timer is reset.
Prequisites: Level 30, 70 in all skills, at least 8 in all SPECIAL attributes.

Trait:

The Silent Type.
Human enemies and some more intelligent species are slightly intimidated by your presence, granting unique dialogue options and a reduced chance that they will attack. -5 Speech.

Perk:

Sounds like trouble.
Your honed hearing grants the ability to discern the locations of nearby hidden enemies (Through objects that you are close to, including walls). Outlines hidden enemies in blue, much like the Spotter perk that paints targets red. +1 Perception.

Traits:

Wannabe cowpoke - You can ride anything in the wastes, cazadors, deathclaws, golf clubs, even road signs. When interacting with an object or NPC pressing LB will allow you to mount you target of choice, increasing your movement speed relative to the NPC's health (i.e. signs and boxes do not move). However you are bowlegged as a result of constantly riding, reducing your movement speed by 40% when not mounted.

Enemy of the world - You can now call down 3 satellite tactical nukes a day. However all NPC's are hostel, and hit squads with stealth boys and pet deathclaws now stalk you across the waste.

Perks:

Good times - You were a bit off kilter before, now your damn near feral with crazy. This perk enables the same effects as the trait wild wasteland, for the duration of the effect of the consumable ingested or the courier's current condition. Animal poison, large quantities of alcohol and chems, deadly radiation poisoning and critical sleep deprivation all effect this perk. (warning this perk is only active in hardcore mode)

Fodder - Your grenades AOE increases by 50%, but can randomly bounce in any direction.

Mr. blue - With your radio on, while wearing sunglasses and keeping a pack of smokes in the pockets of your prewar clothing, you are immune to punishment for any crime, your radio range covers the entire mohave and you are neutral to all factions.

Roadster: unable to Fast Travel but move 50% faster and all locations are already found

and for my Perk

Kleptomania- you have a 5% chance to randomly pickpocket a NPC you are talking too [happens every 6 hours]

EDIT: Tailor: you can Customise the colour of Clothing NOT armour

Trait (hardcore mode):

Sleep is for the weak: The longer you go without sleep, you will gain action points but you will suffer sleep derivation which will make your aim off and your screen blur.

Perk:

Fuck authority: You gain bonus experience points for killing guards, and/or important people.

Fourth Wally: NPC dialogue will often make references to game mechanics, environment graphics, and complain about bugs.

Blood vision: when killing an enemy in close range, your accuracy goes down 70% but your next attack's damage is increased tenfold

Time heals all wounds: waiting heals yourself but damage resistance goes down by 20 for the next unskipped hour

Skilled: +5 skill points per level, but you gain perks at a slower rate.
Gifted: +1 to all SPECIAL stats, but -10% to all skills initially and -5 skill points per level.

Yes I know they're not new traits, but I'd like to see them make a comeback.

New Vegas has that perk(ish): Fight The Power! You gain +2 Damage Threshold and +5% Crit chance when fighting Legion, NCR or Brotherhood troops.

Trait: Thick Skull: Headshots don't do extra damage on you and your Intelligence can't go higher than 5.

Trait: Hot Stuff: If an enemy attacks you with melee or you attack them with melee, they will be lit on fire, but you can't wear clothes or armor.

Perk: Eat metal, shit bullets: You can eat Scrap Metal and make Guns ammo at any toilet.

Perk: Zombie Genocidal - 20% extra damage done to ghouls (guns 65, Survival 40, level 13)

Trait: Rave Dancer - while holding down the A button and running you rave dance, causing you to move 3% faster for 2 minutes (recharge is 10 minutes.) On the downside, if there's a radio with music on that you may hear, you might bust out into random dances, causing you to be vulnerable for a few seconds.

The trait is just for fun :3

Perks -

Music is my Weapon - Whenever the Radio is playing all enemies begin to loose health that are within a certain radius of you.

Dances with Deathclaws - You do 50% more unarmed damage against DeathClaws

Radiological Warfare - When RAD's are above 300 all Laser Weapons DMG is increased by 20%

Engineer - Scrap Metal can be used to repair weapons.

Ghost - When your health drops below 10, Stealth Skill increases to Max and when ever hidden you are automatically cloaked in a Stealth Field.

Stand Together Or Die Alone:You gain a specific increase in a particular skill set dependent on what companions you have with you(Such as a +15 to guns if you have boone and +15 to science for ED-E).

That would be hilariously overpowered and yet simultaneously annoying to play. Enemy damage and HP is increased substantially on harder difficulties meaning that simply carrying the ammunition required to win a handful of engagements would be difficult on hardcore mode. It also essentially forces prudent players to only use a handful of weapons - anti-material rifles, gauss rifles, etc, and generally eliminates the value of having the ability to max out lots and lots of weapons. Indeed, on hardcore mode, it is most sensible to specialize in only one category of weapon and then only carry one or two different types as carrying many types of weapons along with a reasonable ammunition load leaves little room for loot.

On the OP front, you have produced a game where a player could potentially get 300 more skill points when, in the base game (up to level 30), a player gets at most between 442 and 457 skill points (depending on if they tag an additional skill or not). By level 50, a player could have 1242 skill points to distribute thus allowing them to have a completely maxed character in every possible area.
