Also, some of the best stuff is really expensive anyways, and sometimes if your playing on Very Hard/Hardcore a high luck skill can really help you out :)
Honestly, the price of items is really quite irrelevant. I ended the game with a barter skill of 25 but could still sell a hunting rifle for well over a grand. Sure, certain things were quite expensive but I never really needed to buy them.

I was handed a suit of t-45 power armor when I became friends with the Brotherhood but, before that, I had pieced together a suit of t-51b. The armor I wore at the end of the game I likewise got for free and the rifle (Gobi Campaign rifle) I found in the wastes. I honestly never had a need for money and all I ever did was sell stuff. I had something like 40k in caps by the end.

The gambling mechanic, while necessary for the game, did absolutely nothing for me. The only big ticket item I ever purchased was the Anti-Material rifle Boone used. Well, that and about 30k worth of implants...

I got my character's luck up to 7 and found that was the tipping point where the games really start to get rigged in your favor. Being a longtime veteran of the green felt jungle that is the Nevada casino scene, I found the blackjack absolutely laughable in New Vegas. Luck's great---luck augmented by skill means I could break a casino's bank in less than an hour.

Once you've found a new sheriff for Primm, it becomes functional once again.

The whole town lights up actually, it's a cool feature.

You probably shouldn't take New Vegas too seriously in terms of balancing and actuall Hardcoreness. The level cap is 30, and with level 20, enclaver power armor and my super sledge, there are only a few things out there that can kill me. Namely a pack of Deathclaws. And that's only because I blew my chance of activating that orbital-strike-insta-kill-gun.

I found them in a Dresser in the Ultra Luxx casino if I'm not mistaken. I don't think I had installed a mod at that point as I was content to wander about wearing regular glasses for the first several hours. Regardless of where I found them (being unique I don't think they would show up in any leveled list), I know I'm wearing them now and I never used a console command to get them.

Hehe... i had a Luck 10 character myself. Played Blackjack though. Won like crazy. most of the time you get 21 from the start. Just took 200 in chips and got a few thousand caps a few minutes later.

But i didn't knew you could get thrown out (although i suspected it). But i already had so much money and nowhere to put it, so i didn't maxed out. After i got all implants there just is nothing to buy. I am never really at home, so i didn't invest in my suite and weapons&armor i get from my fallen enemies.

Yeah man I cleaned up. I doubled down every damn time and won 400 chips each. I actually say it was more fun because it let's you feel like your on a roll. I didn't think about it until a couple of hands in but I think this is just fun. Although I hate not being able to play anything anymore. Everyone banned me :(

Like the gentleman above me I had nothing to spend it on after the implants so I just spent it all on ammo. Feels good having that much ammo.

I told the NCR to come in and the only thing that happened was that people walked right out of town and only the two elder stayed behind...
You have to make Meyers the town sheriff. Shortly after you install a new sheriff go into the casino and you're confronted by some NCR deserters. After you deal with them, the casino is back in business about a week later, give or take.

I already combed out the ultra and never found anything and all discussion on the topic I find seems to point at them being unobtainable without manually adding them to your inventory.

Go back to the NCR camp, make Meyers the sheriff.

Then head back to the Vicky & Vance and you'll have to deal with some NCR deserters. Once that's done, wait a few days and voila, a sparkly new Primm!

Why game designers don't employ a min-maxer is beyond me.

If your like me you will have pissed of Caesers legion at around lvl 5, this is bad. However caps buy AP rounds, that help kill the assassins they send, without AP rounds your going to get raped because they do insane damage, have strong armour, travel and fight about 5 at once, and hey continually persue you through the game.
Well i wouldn't know. For me the only way to destroy legion is with my fists. I pissed them off around level 6 and so far only 1 assassin group came after me, and they were punched to death.
