I'd have to go with the Joker when he's not being silly. I mean, he is by far the best arch villain for any hero. Beats Luthor by miles. And things like Alan Moore's Killing Joke just makes him even better.

Or maybe the real answer here should be Batman himself. The man is rather crazy after all, but then again, he's always been too much of a tentpole for DC to have him go entirely suicidal. But just think of Frank Miller's Dark Knight Returns, I mean, He's basically a villain in that.

So many choices! Prolly one of these: Mr. Freeze, Harley Quinn, The Joker, The Riddler, Bane, Catwoman, Killer Croc, The Penguin, Doodlebug, Scarecrow, Ra's Al Ghul (He's fucking IMMORTAL!), Clayface, The Mad Hatter or Poison Ivy. They're all so EPIC!
