I haven't been to Europe, but Sweden seems to have nude beaches.

About every Western-European country by a sea has nude beaches.

Austria by default, since it's my homeland. Very easygoing, relaxed people (for the most part, if you avoid Vienna), beautiful countryside, awesome cities and a very ethincally diverse culture.

If I had to chose another, it'd probably be Italy or Croatia.
