The Venture Bros. has some awesome villains. There's the Monarch, of course. And also Baron Underbeit, tyrannical dictator of Underland (a small country that borders Michigan). Sgt. Hatred, Truckules, Dr. Killinger, Phantom Limb, David Bowie, King Gorilla, Tiny Joseph, Scaramantula, Manotaur, White Noise, Septopus, Joseph and His Technicolor Nightmare Coat, Catclops, Girl Hitler, Molotov Cocktease, Monstroso, the list goes on...

The Tick-tock man, he was the ruler of an futuristic city that was so bent on efficiency that the more time you wasted the shorter you life was. He was fighting the Hero known as the Harlequin, essential the Joker turned into a hero, who was simply trying to make things as chaotic as possible. I loved the story so much because of how it reversed the Order vs Chaos scenario.

there are two villains that were obscure , the poo boss in conkers bad fur day and one who was somewhat a bad but ended up being just a jerk was captain qwark from ratchet and clank
