They never do make an actual appearance, either.

Mr Zsasz from Batman. Strictly B list, but carving a tally of your victims into your skin is a great gimmick for a comic book villian.

He made an appearance in Batman Begins. When the asylum is freed up, you can see a guy turn his head. He's got tally marks on his collarbone and chest.

Orson, from Fire Emblem: The Sacred Stones. Dude was just creepy.

Pretty much any villain from that game was great.

Truth, but Orson was the only one that fought for the love of a dead woman. That kind of devotion just unnerves me.

Ummm, mine would be either the infamous captain nazi, or not well known but should be is the famous and amazing Thomas Elliot, or Hush.
