The one I've felt the most emotion for is Alma (FEAR). I guess you're after a Japanese specific example but while anime characters are often cool or sympathetic I can't think of anyone to compare to her and she is very J-Horror so I named her.

I never got into the whole anime scene, except for BoBoBo-Bo-Bo-BoBo.

I always thought the delightfully cheesy english dub of Beauty's voice was funny, so she pretty much became my third favourite character in that series, with Don Patch and Jelly Jiggler tying for first.

She's a better character in Rebuild; more character development and shows she's not just 100% ***** all the time.

On the other hand, I do quite like Mari...

The crazy ones usually get extremely Badass towards the end.
