Metamorpho. This guy can transform into any of the non radioactive elements! For villain, I'd say Deathstroke or any of the old Teen Titan villans. For fans of the series, Deathstroke is Slade.

Why? Because the man has no superpowers, but he STILL kicks all kinds of ass. Plus, he's a pimp. The man has had sex with both Catwoman (meow) AND Queen Hippolyta. That's right, Wonder Woman's mom.

Captain Britain and Captain America are only similar in name, Union Jack fought in WW2 (or at least a version) and has no powers that's closer to Captain America, than the magical flying multidimensional Brian Braddock.
