IT COUNTS, GODDAMMIT! He's pretty much the culmination of every badass antagonist he's ever played, and with all that combined villainy, he's the most unstoppable man on the planet.

Anyway.

My favorite villains include Darth Vader, the machine-things from '9', Heath Ledger's Joker, and Schwarzwald from 'Big O'.

Also, LoadingReadyRun's Warriors Of Darkness - not technically villains, although they do like sharp stabby things and occasionally kill people. I'd love to see them in their own movie.

EDIT:
This is quite possibly the most hilarious thing I have ever seen.
I have never seen Snatch, but now I have to. I'm sure it will also make that one Unskippable that much better.

I'll have to go with Professor Fate, played by Jack Lemmon in the 1965 movie "The Great Race".

The movie is set in 1908, and revolves around an automobile race from New York to Paris - a nearly impossible task at a time when automobiles could barely be relied upon to make it to the grocer's and back without some kind of breakdown. (A similar race was actually undertaken at that time in real life!)

Fate, determined to cheat his way to victory, is the classic Snidely Whiplash-type villain, with a top hat, handlebar moustache, incessant evil laugh and little motivation except to be dishonest. Yup - the tired old cliche that would struggle to keep a 10-minute cartoon going. It is a rare treat to see such a character included in a live action, feature length movie, and one really wouldn't think it COULD be done well, but Jack Lemmon delivers. Here, enjoy the Professor's demonstration of the vehicle he has designed to LITERALLY wipe out the competition!

A lot of good movie and game villains are already mentioned so I'll go with a TV one:

Stringer Bell from "The Wire" - he was smart and cool so that you almost wanted him to succeed.
