I'll have to go with Professor Fate, played by Jack Lemmon in the 1965 movie "The Great Race".
The movie is set in 1908, and revolves around an automobile race from New York to Paris - a nearly impossible task at a time when automobiles could barely be relied upon to make it to the grocer's and back without some kind of breakdown. (A similar race was actually undertaken at that time in real life!)
Fate, determined to cheat his way to victory, is the classic Snidely Whiplash-type villain, with a top hat, handlebar moustache, incessant evil laugh and little motivation except to be dishonest. Yup - the tired old cliche that would struggle to keep a 10-minute cartoon going. It is a rare treat to see such a character included in a live action, feature length movie, and one really wouldn't think it COULD be done well, but Jack Lemmon delivers. Here, enjoy the Professor's demonstration of the vehicle he has designed to LITERALLY wipe out the competition!
