I can't be bothered to look them up, but I would go for the Sam and Max voicers (if the've changed for the episodes I am talking about the original) Best comedy timing in a game I have ever heard.

I am not sure of his name, but my favorite voice acting has to be the guy who played TOM on Toonami.

He has done a few video games and multiple animes.

He was Spike from Cowboy Bebop and Muugen from Samurai Champloo.

I am blanking on the game he starred in though...

Steve Blum. He is awesome. He is also Wolverine in Wolverine and the X-Men, my current favorite cartoon.

EDIT: he wasn't the star, but he was in Dragon Age Origins as Orgrin, or whatever that vulgar drawf's name was.

The cast of Enslaved. There have simply never been more convincing actors in the history of video games. The game itself wasn't great, but the voice acting, character interaction and chemistry set a new standard.

So many for me to name actually! I too have been impressed with Black OPs, I too loved Fable 3 - Stephen Fry completely owns the game for me.
I also completely fell in love with all of the voice actors in Lost Odyssey, so perfectly cast.

I also like the new Sonic voice actors. From what I know, they've managed to calm some of the more rabid fans down.

You know, I find it so interesting to look up the careers of voice actors. I just looked up Jennifer Hale, remembering her as Naomi from MGS, and I found out she also plays as Tira from Soul Calibur, and even Nigredo from Xenosaga, who was a guy. Nice.
