Silly Funk, sideboob doesn't begin with T! That'd be Tsideboob, which would still probably sound the same, but perplex everyone at the dictionary making organisations.

The game also contains the expletives "a*s," "damn," and "hell"

Not really, everyman and his dog uses 'bloody', nobody really finds it offensive...

Nice to see translators are still willing to loosely translate "kuso" in order to dance around a more mature rating...

I think they knew it wouldn't be enough to give them an M rating. Also they had to change it now and then or else almost every time it would be 'crap'.

Trying to actually answer the question why this was rated teen.
In the US anything that has characters that looks humanoid and uses weaponary give the game an automatic teen rating, I mean look at Twlight Princess. I highly doubt that sideboobage would really be the cause of a teen rating.

Everything seems fairly reasonable. Some violence, some sideboob, a "T" rating comes from it. It's not like it was rated that way just for the boob. Kind of misleading thread title, Funk. Frankly, it would be nice if more parents got involved with their kids gaming and read up on things their children would experience in whatever specific game their kid is playing.
