As for some Australian bands since I'm an Aussie, here's some awesome Aussie songs from Silverchair, but I think they were exported to america early on....

Anthem for the year 2000: http://www.youtube.com/watch?v=fTM5cDIESrY
Freak: http://www.youtube.com/watch?v=ScfXgdawucU
Anna's Song: http://www.youtube.com/watch?v=HdF98W-ON3Q

These guys got big at 14, making Bieber even lamer than he was before you knew about them.

Edit: Better quality version, first version demonstrating their awesomeness/age ratio at that time: http://www.youtube.com/watch?v=heQi0AZBH-0&feature=related

Considering im neither British nor American it's hard for me to not enjoy "foreign" music. About 75% of what i listen to is "foreign". However to pick something foreign for general Escapist population, im a big supporter of one of polish folk-metal/slavic-metal (or whatever those genres are called these days) bands, recently brought to daylight by Witcher 2 called Zywiolak (Elemental)

Dammit before I came to this thread I'd only heard of rammstein from clothing that goths wear, now I want to go and buy all their albums.

I'll put up Visual Kei metal band Versailles.

And X Japan. The band with the most reckless and passionate drummer on the planet.

I'm from Britain, and from what I've heard

Most of the America's have good music
France has good music
Germany has good music
Scandinavia has good music
Most Asian music is good, except for mongolian, and napalese.

Russians and former USSR territories are borderline good really.

I don't like African music very much, nor do I like Indian music.

Well, I'm Swedish, so American music is foreign for me as well. But if not the U.S, I can say that I quite like German music. More specifically, the Power Metal band Freedom Call.

Japan on speed!
That video made me have a seizure....of happiness.
On another note - I cannot for the life of me drag my eyes away from the lead singer's slightly-too-tight shorts.

"Mavis Fan & 100% - Wo yao qu na li" << try this song

Mavis fan is a taiwanese musician who's style changed DRAMATICALLY after joining with 100%. This song is from her best album "Mavis Fan & 100% - Innocent"
I can't find a video or preview to post, but just googling that artist and album name should produce some results.

She is the greatest random discovery I've ever made.

Tokyo Jihen is by far my favorite band currently making music. Tokyo Jihen is a band put together by the great Shiina Ringo (her solo stuff is great but less rocking). Tokyo Jihen, is pretty much a traditional rock band with a quite a bit jazz influence with just great guitar, bass, keyboards, drums, and vocals. Here's a quote from a Tokyo Jihen album review:

You [Tokyo Jihen] created new music unlike anything else in the industry, yet drawing elements from the entire scene. This is what every artist should aim to achieve.

Tokyo Jihen - Killer Tune. If you don't like this, then there's something wrong with you lol.

Here's one of Shiina Ringo's solo songs:

Muse is the only other modern rock band I really like. They are foreign to me as they're British. Muse is commonly described as having a sound similar to Radiohead but I don't really see it as I don't very much like Radiohead but I love Muse. Stupid Twilight has really made Muse a lot more popular but that doesn't make them any less good. And, Twilight was probably one of the main reasons why they were able to tour in the US, which allowed me to see them in concert. So, Twilight has done one good thing lol.

Muse - The Small Print

All the music I listen to is foreign, as I'm Australian, and I don't really like any of the stuff we do over here, save for Peter Furler and about half the Newsboys. Oh and Paul Colman.

But in any case, if you're specifically talking about non-American stuff, I used to listen to a lot of Scandinavian stuff, as they do the best power metal. Hammerfall, Sonata Arctica, Stratovarius, and who can forget Lordi? They rock extremely hard.

Now I've moved on to British stuff, Tinie Tempah, Labrinth, Mr Hudson, stuff like that.
