I know people already brought it up, but I can't say enough good things about these 2 games. You really need to check out this story about playing it. I can only hope they'll make a sequel and make it even better, combining the elements of SWAT 3 and 4.
SWAT 3 and 4 are awesome games (though I prefer the gameplay of SWAT 3, SWAT 4 looks so much better). I love the tactical aspects where your goal is to try and neutralize and handcuff the suspects, if possible. SWAT 4 felt more restrictive to me, and more like a shooter since the suspects didn't seem to give up as easy when confronted with SWAT.
One of my favorite levels in SWAT 3 is about a guy suspecting of firing a rifle from his house at cars on the freeway nearby. The SWAT team is called in and surrounds the house. SWAT 3 had so many different outcomes, and a variety of things could happen on this level alone:
1) The guy is inside the house, possibly on the lower level - he might be armed with a handgun, or he might have the rifle, or he might just be unarmed. He might run away, or he might be compliant and put his hands up - there was a button just for yelling "POLICE! HANDS UP! DROP THE WEAPON!" etc...
2) His girlfriend might be in the house. She was usually passive compliant, but I think at times if her boyfriend dropped the weapon she might go for it.
3) The dude might be up in the attic with the rifle - and if he wasn't, the rifle would be laying on a box up there and you go up to confiscate it as evidence.
4) Once, I didn't find the guy. I searched all the main rooms, had found his girlfriend and got her out of the house. I opened the door to the bedroom and while checking the entryway yelled "Son of a..." - the dude was UNDER his bed! In so many playthroughs I had never seen him do this before. I put my cursor over him and used the 'issue compliance' command, and started yelling at him. He slid out from under the bed, but then he started bringing a pistol up so I had to take him down with force.
Every level had randomness to it like that. SWAT 4... I don't know - something just didn't feel right about it - but you would probably enjoy the way it stands out from the traditional FPS. If you don't mind the older graphics, pick up a copy of SWAT 3 if you can.
