In fairness, the shoeless look has worked for the Joker before. Granted, that was in "The Batman" animated series, which was heavily stylized to begin with, but still.
I'd call both of The Batman variations (straightjacket and suit) successful variations of the character. This one, not so much. Take away the green hair and I wouldn't see anything of the Joker in that design. I'd go so far as to say that it's more evocative of
Marilyn Manson than the Joker.
