Two games: The chatter from enemies in Far Cry 2, like when they know you just wiped out their whole patrol and are shitting their pants, they will usually start yelling and freaking out, which ramped up the tension immensely.

And also, as someone else said, Company of Heroes has the best unit responses and statements in a game. EVER. Just to name a few:

"Ha! They are scratching your paint job Halmut!" (German Tiger being attacked by Sherman)

"Who believes in the Boogeyman?" (American Sniper)

"Our Veterans? Six years of war. Their veterans? Six days of war." (German Tank)

"Were Airborne! Were meant to be surrounded!" (U.S. Paratrooper)

It's also the only strategy game I know of that your units can get pissed off at you XD

"You click me one more time and I will fucking smoke you!" (American Rifleman)

"I think I hear your mom calling for ya." (Sherman tank)

"How 'bout you go back to the main menu and try the tutorial, no?" (German Soldier)

And Finally my personal favorite:

"Gunner! Point the turret to that floating camera in the Sky!" (British Tank)

My personal favourite was one time when I was playing Halo 3 (I think, it was one of them, anyway!) I threw a plasma grenade and it stuck onto the only grunt in the room, who proceeded to shout "NOT AGAIN!" before it exploded him.

Dialogue is a fairly major part of the KotOR games,so this is all over the place in those...and the HK factory that was cut from the final game in KotOR II had the HK-50s say some hilarious stuff. For half of the level, the camera occassionally jumps to Larry,Moe,and Curly HK-50s.

The funniest I can think of offhand is the cultist's screem of "Augh, mah splheen" from the original Dawn of War and its expansions.

I think my favourite though were the guys in Crysis yelling out "Cover me, I'm reloading!" which always prompted me to come up and take some unreturned shots, they even said it alone. It makes me wonder if people in real military battles say it.
Here's a question for you: would you wanna get shot in the ass while you're making sure to have ammo to shoot the enemy in his/hers? Not to mention reloading int eh middle of a firefight is the best opportunity for said enemies to pop shots...
Well if you empty a clip in the middle of a firefight, you need to reload in the middle of a firefight, but advertising it wouldn't be my first inclination. I don't even understand what they're asking, they're already under cover, and in the context of the game, people are always shooting as often as they can anyway. Even GRENADE seems to be just as helpful to the recipients as the friendlies, in fact, moreso, because it's on their side, but they yell that in Crysis too.

"Nice swing, bumpkin!" - Thief:DS Guard.

Oblivion has quit a few:
"You move like a pregnant cow!"
"I've fought MUDCRABS fiercer than you!"
"You should have PAID THE FINE!"

Then there was the line from KH2 from Setzer, which I misheard to say, "My life is a chicken pot pie!" I had to look it up to see he was actually saying, "My life is a chip in your pile." But for the sake of this thread, my initial reaction was that it was absurdly hilarious.

I'm surprised no one mentioned the "Worms" series. Some of the voice packages are pure gold and one of the main reasons people keep playing the game(s).

A Dremora in Morrowind says "After I kill you I'm going to rape your corpse. Don't worry, I'll be gentle." I was laughing about it for ages, totally unexpected.

The various splicers in the Bioshock games have some of the best, if not the best, enemy chatter I've every seen... um, heard.

- "It's a standard procedure!" (Doctor splicer, while shooting at me.)

- "You're unhygienic!" (Ditto)

- "Arrrgh! There's semen on everything! Everything!" (Doctor splicer again, while patrolling.)

-"The patients ask so many questions. Sometimes... I like to make up the answers. (Ditto)

- "An...an...and we'll fix the place up real nice, with a bed and everything. And I'll get a fishbowl so we can see the baby all the time."

Of course, some of them were less funny and more creepy or just plain fucked up.

Much prefer the more terrifying cries of the enemies from System Shock 2.

Mutated hybrid humans running at you screaming 'Run away' and 'I'm sorry' beat out the splicers easily.

Also the cyborg midwives - 'Little ones (referring to the alien eggs) need lots of meat to grow big and strong', the lullabies they hum and 'I'll tear out your spine' are horrific but absolutely awesome.

Nah.

The System Shock monsters had a few really good lines (We are, we are, we are), but they were few and far between. Besides, not even all those distortion effects could cover up the lacklustre voice acting.

The splicers had distinct personalities (doctor, posh lady, aspiring actress, bereaved mother, breadwinner etc) and variety. Their dialogue ran the whole gamut from pathos to horror to comedy.

"Why don't you just load the truck, and eat a big meaty bowl of shut the f*ck up?" -- one merc grunt to another in Splinter Cell Conviction. Made me laugh pretty good.

-Everything is so simple when you have a rocket launcher for an arm!
(Patriarch in Killing Floor)

Basically anything the claptraps say in borderlands gives me a good lol.
