How is incorporating DNA from animals not even capable of higher reasoning going to make one smarter?
As to how this would play out; refer to the X-Men mythos for a reasonable assumption.
A massive gap between pro-and con movements leading to maybe a lil' civil war.
To be honest, I don't think I would. I can't quite see myself as a furry, even though I'm friends with furries and actually like furries myself. But I've always felt more comfortable in my human skin and instead I would strive to improve myself through natural means.
If you want to take the serum and become a wolf or cat or whatever, then you won't hear any objection from me.
Personally, I don't have a use for the serum, I don't do drugs and I don't want to look back at my feats and think "Yeah, that's the serum's achievements, not my own. I'm just a goddamn cheater who can't enjoy his benefits, but has to carry all the disadvantages" - and getting alienated by society is annoying, so my choice is clear.
But for the question in general it depends on what you want in life and two important conditions: Your social circle (how it would react to the transformation) and the problems you have to tackle, which of course overlaps with "what you want in life". If you have problems that go beyond strength and intelligence, you won't be able to solve them with this serum and (probably) especially not if these problems (or desires) are social ones.
So it could lead to the classic scenario of somebody doing everything in life to get money because money makes all things easier, and in the end they forget their priorities and work themselves to death or can't take their mind off the money.
There is a second, broader layer to this however and that's racism and global effects.
Racism would of course translate to polarized groups in favor and against the drugs and its users. The negative effects are obvious, good news is the "socially accepted" part of the serum's disadvantage falls flat if many people do it and form their own community in which you're not a freak anymore. It may be a small world, but it will expand.
Which leads to the second subject in this category (I assume political, religious and ethical complications applying to transhumanism in general are already predictable) and that is whether or not the future will be full of these people. Think about it. Should this project not be stopped, people will eventually look specifically for those people to hire (once the flames of rage went down). At some point, it'll become a requirement and eventually a natural thing to do for everyone. If nothing stops this progress anyway.
I'm sure that if the serum gets common they will eventually come up with cosmetic surgeries to un-furry-fy people as much as possible, too. Shaving would be a start.
If this was helpful/interesting for you, OP, then here's my own thought experiment for you (you can send me a PM with your reaction):
Imagine you have the power to destroy anything so thoroughly you destroy it down to its very concept, you even destroy the memory of it in people's heads. You can also kill abstract stuff like "hate" or just certain people.
I've thought a bit about the details of that ability, so if you have questions like "what if I choose to destroy my ability?" or "Will I remember who or how many I've already killed?", feel free to ask.
Thought experiment is open for all other Escapists, too, of course.

It ended up wrong with Plasmids so I would be quite reluctant...
Perhaps wait two years or so to see if the serum would give you cancer or some odd fits of psychotic rage where you kill your entire family.
Also... I just realised, who the hell needs super strength in the world filled to brim with firearms.
Super intelligence... I'm quite fine with my IQ right now...
Well than unless the serum would allow me to fly or shoot lasers out of my eyes, fuck that I'm not re-buying my entire warderobe for such a minor boon.
Absolutely disgusting. There is already a huge social inequality gap in the developed world. Something like this would only serve to widen it even further. People would be denied opportunities becuase they could not afford to purchase this serum. People would be incapable of doing as much as those who were fortunate enough to get the wealth needed to acquire it. Some people will merely use the serum to make up for their own lack of effort. Such a thing will only bring problems to our society, and thus must not be used.
As for it turning people into an animal human hybrid, that just makes a bad thing even worse. Hybrids brought about through the manipulation of genes should not be allowed in society. It would lead to a ton of discrimination from both sides. Humans would resent them for being "unnatural", while hybrids would view themselves as the superior species due to their genetic modifications. This would cause a ton of problems, obviously.
equality cannot be forced for doing so itself goes against the grain of equality because it attacks those who have because they have and in most real world examples it has failed to do any recognizable good to the have-nots.
Good question. See, approaching it realistically, I'd be suspsicious in the extreme. There seems to be a good chance that something like that would backfire faster than a fireman's suit made out of napalm; be it through something as dramatic as increased bloodlust and violent tendencies or something as inconsequential as a bad case of ticks and a nigh-fetishistic fondness for raw meat. I'm too much of a cynic, too much of a sci-fi nut, and too much of a killjoy to see this as anything less than an unduly elaborate suicide of the mind. Like Flowers for Algernon, only with yiffing.
Give me ten years to think it over and I might sing a different tune; but as it stands, I don't think I would. I'm perfectly capable as is, and I don't feel inadequate enough to boost myself in such a way and risk any complications.
I wouldn't openly discriminate against anyone who did, but I'd keep a gun handy and an ultrasonic whistle around my neck. Just in case.

Unfortunately you are just speculating about the outcome, essentialy you are falling into a slippery slope fallacy for thinking this would lead to a set of consequences which could not be accuratly verified.
And your arguments do not apply to genetic modification but applies more to society. For example you say this will lead to discrimination or unequal oppotunities, but this is a social problem and these problems have always existed. It does not seem to address genetic engineering as a moral issue.
Your own position can be seen as immoral because you would be denying people the the right to a better life. For example this could provide people with a cure to genetic ailments.
Lastly these serums are the most rational option for all of us. Self preservation is something we all desire, it is not only fact but is instinct and it is rational to desire it. These serums could further help us achieve self preservation. From this i propose that these genetic serums are good as they help us achieve our natural and rational desire for self preservation.
I honestly think this could cause more problems than it would solve. I would imagine that in order to obtain this serum, we'd have to fork out money?
Assuming that, there would be plenty of people who would buy it, and plenty of people who wouldn't. Forget discrimination, there could be conflicts here. War, and that sort of thing. It could cause people te become seperated into and overclass and underclass, which is undersirable to say the least.
I would do it, no question. Superhuman abilities and the ability to become a real-life furry. Screw discrimination and hatred, worst comes to worst I threaten them with my shiny new wolf claws and teeth. In all reality there is no downside in that for me.
This is sort of a comic book morality. It's like asking "Would you have laser vision if you had to wear your underwear outside your pants?"
In fact, it's not really a moral dilemma at all. There is no morality involved in a hairy face, it's a question of whether you value appearance or intelligence and physical strength.
