I think the Mackerel falls soundly within 'gag weapon' territory, it may not have any stat debuffs, but the hit count in the feed and the 'FISH KILL' icon are enough to solidly place it as gag in my book. I always viewed 'gag' weapons as usable with one or more humorous side effects that may or may not be useful (see Wabbajack in Oblivion), whereas 'joke' weapons/characters are damn near useless and to get good with them is a challenge and mark of skill (see Dan Hibiki from Street Fighter).Not G. Most "joke characters" are "shit characters."
Take for example, Piku from Melee. The LIGHTEST character in the game's only difference from Pikachu is that his attacks DAMAGE HIMSELF.
