Why, X-Com of course. Procedurally generated levels are only a small part of why I am still playing this game 18 years after I first encountered it. It still has rarely been bettered...and I still play JA2 too.

I'm sure there are others that I own that have good replay value but I've got a pretty good list going on right now so I'll just leave it at that.

This. When you think you've had enough - co-op, legendary. Halo 3 and ODST also have some good replay value, but nothing like CE.

Games that provide multiple ending scenarios while also excelling from a story and immersion standpoint are the true winners in terms of replayability IMO. Mass Effect immediately comes to mind. I've spent many, many hours worth of gameplay fine-tuning characters and decisions in Mass Effect. The Witcher, DA:O, and Fallout 3/NV fall into this category as well.

But even half-interesting games will usually get a couple play-throughs if they have multiple endings. Sometimes a different ending can greatly enhance a game's overall experience (or degrade it, as the case may be). Curiosity usually compels me to find out.

Other games that I replay are usually ones whose details I've forgotten, but I nevertheless remember having once enjoyed. This is more like nostalgia-based replayability, like the Ratchet and Clanks, MGS, or FFXII.

For some reason the only games I tend to replay are lengthy single player rpg's. I lost count of how many times I've played through Persona 4, Paper Mario: The Thousand year door, Mass Effect 2 or Pokemon Emerald.

Both System Shock 2, and it's spiritual successor Bioshock.
I've played Bioshock at least 9 times, and System Shock 2 about 5 times, including right now (still replaying it). I don't know how, but I always end up finding something that I didn't before with every playthrough. They never manage to lose what makes them so great.

Oh, and of course the 2 original Doom games.

I can't stop playing Age of Empires 2, I've been playing it now for 11 years, 11 YEARS HOLY CRAP, and just yesterday I seriously resolved to finally complete the Saladin campaign. The third mission is freaking hard for some reason.

I could have leveled a toon to level 60 in vanilla WoW a dozen times.

Similar to AoE2 I've been playing Civilization 3 for 10 years now and I don't think I could ever stop.
Talk about getting the most out of your buck...
For me: baldur's gate 1 and 2. Played both like 15 times since they came out.
Empire at war, I always play the empire for the space battles. It's nice to see 2 star destroyers jump out of hyperspace with their supporting fleets and completely annihilating the enemy fleet.

Dark mirror on the psp.

Every god of war game both playstation and psp. I love it when kratos starts ripping off heads. I usually played this a lot during the exam period. To hold of the killing spree for a little longer xD

Baldurs Gate 2 for sure. One of the few games Ive played through repeatedly throughout the years, its a great example of how a certain class can radically change the flow of the game and the storyline you follow.

FYI, I do not apologise for banging that drow matriarch, despite how the three females in my party made me feel afterwards.

Morrowind easily got the most of my time. (Played for two years)

Front Mission 3 has insane replayablity as well if you want to earn and unlock everything. (200+ hours)

Phantasy Star Online destroyed so much of my free time back in the day it wasn't healthy probably. (easily 400 + hours)

Diablo and Borderlands are also up there.

I'm probably going to sound like a neckbeardy nerd for saying this, but any of the Civ games are good for replay. Customise the scenario, opponents, etc. You get many hours of entertainment.

This. Games that let you choose how to play them. The example I'd give is Vampire: The Masquerade Bloodlines. It's a great game, but what makes it replayable is the fact that you can choose to play it lots of different ways, and depending on what vampire clan you choose at the start it can feel like a completely different experience.

I'm surprised no-one mentioned infinity blade yet. Actually quite a few mobile games have good replay value (Jetpack Joyride, Solipskier, Pandemic, Pix 'n Rush etc.)

But yeah I agree with most people before me, Skyrim, Morrowind, Oblivion(with mods), New Vegas, Fallout 3, Portal, rogue likes, Halo:CE, Minecraft, Dragon Age:Origins, Borderlands, Diablo,Half-Life 2, most good RTS and TBS games (Total War, AoE, Civ),any game with a nice story and fun gameplay, and games with good multiplayer/multiplayer games (TF2).

Games with an arcade styled highscore system to them so on, like Pacman CE, Shmups, Rail Shooters, Puzzlers etc which can change a game that seems simple on the surface into a game of great depth that allows for almost constant improvement. Some modern games like Vanquish still retain highscores systems in them even if its relativly simple or added as an afterthought to the rest of the game.

Speedrunning is another great feature in platformers, especially when the game is built around it like Sonic and Super Meatboy

I suppose RPG gamification, badges and achievements are another thing that gives replay value, if you are into that sort of thing.

Any games with a story, universe, and characters that I like.

This is usually where the replay vallue of a game lies for me.

Any decent fighting game has great replay value usually because it has to otherwise they would be the shortest games ever but I still go back to some of them months and even years later and learn new stuff which is cool, after I have remembered the old stuff first ofc.

A decent online community behind the game is always a plus but not a necessity I can still play Capcom vs SNK 2 and Super Street Fighter 2 Turbo on my own quite happily for instance but at the moment am loving SCV online for the solid netcode its just a shame I am not very good at these games despite my best efforts, still I can lose in style sometimes.

Jagged Alliance 2, with different mods. Used to replay through it once every year.

Then maybe some online games. There aren't many modern games that's replayable. RPGs fails at the first hurdle, once I've gone through the storyline once, i don't need to do it again. First person shooters also has this problem.
