More of an apology from a company:

Sega: We're sorry we lost the source code for Panzer Dragoon Saga and that there will also never be another Paner Dragoon game in the style of Saga

I honestly don't think developers should apologise for anything they put out in an attempt to make money, although I did feel a bit cheated when Portal only had about three hours of gameplay in the very first playthrough.

Starcraft 2.

Basically just redoing the graphics from the first game makes it a remake, not a sequel.

Fear 2 {any of them}
"sorry we keep forgetting we're making a horror game and not just an action game with a really lame story line and crapping ending"

Fable 3
Hey, sorry the final boss was a lazy rehash of an earlier mini-boss.
I second that. What was up with that? I was expecting a huge battle in the deserts, an army marching against the shadows (after all, what was I doing in the last half of the game other than building a god-damned army I never got to see?) and then it just ends with me killing the only halfway likeable character. At least I liked him.

I'd add Force Unleashed 2, I'm glad I only watched the let's play on Youtube because it's an obvious, very short cash-in that sets up a sequel I assume will never come.
And then it'd also be nice if some Final Fantasy part in the future apologized for pushing the release date of Deus Ex 3 so far back I won't get the chance to play it (no access to PC, going out of the country for a while)
Finally, should nobody at EA acknowledge that Tiberium Twilight was a transgression, I'll be a sad panda.

Dante's Inferno.
"Sorry for the short, horrible rip-off. We promise we won't make a sequel, in spite of the original ending message, nor talk about this game again."

Honestly, if you made it 'till the credits, I'd say it was good enough to not require an apology. I can think of a lot of games that could need an apology in the opening sequence, however..
This. I would say Superman 64, but i don't think anyone in the whole world actually finished that game, so as already stated, an apology in the credits would have been worthless.

99% OF ALL MOVIE TIE IN GAMES
I would disagree with that, simply because anyone dumb enough to buy a movie tie-in game at this point deserves no apology. Well, maybe a "We're sorry you were stupid enough to buy this game."
I mean, seriously, there's been maybe one good movie game, ever?

Golden eye 007 best movie based game ever .

OT : Persona 1 (psp remake ) . Essensially at 3 points in the game you are aaked several questions , if you answer any of them wrong ( not giving the answer the developpers wanted ) the game will end half way through and u HAVE to start from the begining ( unless you answer the last question wrong where as u can start from your last save ).

So 'Sorry for having you need a walkthrough to know the rights answers to see the whole game , now start over and get it right this time '.

I have yet to start it over

Darksiders, I flat out stopped playing it about an hour in. The apology should have been in a cutscene at the beginning.

Half-Life 2: Episode 2

Should have a big gods damned sign at the end saying: "SORRY IN ADVANCE FOR NOT MAKING EPISODE 3, EVER."
"Please wait patiently for 6 years for the next installment of the series."

It's been 7 years since Half-Life 2 was released... SEVEN FUCKING YEARS!!!

I can think of a few:
1: Homefront: Sorry, we just wanted to make a multiplayer but realized we had to throw in a brief 5-hour campaign.
2: Fable 3: Sorry, we thought we could make a serious Fable game instead of the parody-infused previous games. And we failed, especially with that stupid death at the end that was supposed to be sad.
Dragon Age 2: Sorry, we were lazy and didn't want to do a lot of work, so we made the whole game take place in the same little village and make you fight the same enemies over and over and over and run down the same hallway over and over and over.

Hmm... Superman 64, E.T...

Then again, I would disagree with most choices here. But of course, our mileages will vary.

GTA IV "sorry for taking the fun out of the game."

Every single CoD after CoD 2 "sorry for not being like CoD 2"

Amnesia "sorry we made you shit your pants"
