SimTown (which is basically SimCity, but dumbed down for younger kids).
The Incredible Machine series.
Any of the Tycoon games.

Yeah, 2 is way too old. My 6yo cousin struggles with the most basic little big planet level without me helping him.

Civilization would probably cause brain to explode.

Like I said, guys, I'm not actually shopping for games for her NOW. I'm just musing about games that I would like to start her off on when she gets older.

I... just really love games. So yes, I'm thinking about a question that I don't even need to be thinking about for at least another 3 years.

As for no destruction, a lot of the Tycoon games. Rollercoaster Tycoon is great fun.
Prob with blizzard RTS is that any computer generated players, always rush you, then, when you play online, it's all about who can click the fastest to get some shit built to destroy you.

Tycoon series and sims for realz, CIV and Age of empires are focused more on building, but, can be destructive at times, I just wish there were no rushing rules in some of the games you could enable. I like building bases up and shit before fighting. i mean, why the hell have the ability to build walls if they just rush you anyways. seems stupid.

Garrys mod depending on what you do in it.
That is to say it gives you a lot of things to build with and all the tools to make contraptions and such, but there is also the option to blow stuff up and kill a lot of npcs.
But still it's mainly about building.

Tycoon series are probably a good bet. And the incredible machines series are awesome, I played those when I was growing up.

There's Sim City and Sims, although the latter is a soulsucking monster, like an MMO for people with OCD (unless they are just playing to kill their characters, and in my experience it's most people who play Sims) and no social interaction whatsoever.

Can't think of any other more or less completely un-destructive games. Most strategy games have very obvious destructive game elements... I've been growing up on Heroes of Might and Magic 2 (and of course, 3), Warcraft 2 and Age of Empires and Civilization, but they're probably not what you might want if you really want to avoid destructive games. Although some got awesome stories and setting.

Edit: And if you're growing a nerd, I wouldn't be surprised for him/her to be familiar with all sorts of destructive activities and such. Like, Lord of The Rings (or at least The Hobbit) by the age of 7, and stuff =p

My Sims are a great game for building. Despite the kiddy look of it, the building process is actually pretty robust and works really well with the Wii controls.

Also, when I really want to build something I'll go into Forge on Halo 3. I've made some awesome maps on there, in my opinion.

Civ is only pure construction if you never go to war. If you play at any of the non-newbie difficulties, its next to impossible to go a whole game without some war, especially if you skimp on building military, thus labeling you a juicy target.

Even Sim City isn't without its destructive elements where the player can call down disasters.

I'm going to put my vote in for Roller Coaster Tycoon as a game of pure creation and construction.

I would have to assent with the previous posters that roller coaster tycoon is a good construction-based game along with many of the sim games.

A Kingdom For Keflings. There is no stress involved with this game whatsoever, as you can't really mess anything up. Everything you build is beneficial in some way, and you just build and build and build until you "win". Definitely worth buying if you're a builder.

I've never played it but Minecraft (as already suggested) is pretty freaky for those of you wanting to explore your inner architect but too lazy to learn AutoCad.
