Shadow of the Colossus, I almost cried when agro fell and got a real sense of futility at the end.

Minecraft. It's pure simplistic creativity.
LBP 1 & 2 for the same reasons.

Silent Hill 4: The Room. Your apartment is your only safe place for the first half of the game, then you re open the portals which allows evil to leak into the room. Your haven becomes your nightmare as it gets invaded by Walter Sullivan's mind.

Silent Hill 2. You play through a mans damaged mental state with a great ending.

The camera and movement of the first 4 silent hills is also for me key part of the games, the slow movement and mostly uncontrollable camera give you a sense of not being fully in control and being more vulnerable.

Mirrors edge, despite boring characters and a lacklustre second half, it does have a beautiful portrayal of a dystopian, big brother state.

Of course it does! Bad art is all around us. Wouldn't you say that music is art? There is certainly a lot of bad music, there is also a lot of bad poetry and paintings, but it's still art.

Anything capable of evoking an emotional response that powerful has to be art. And it's not just the fear, there's sympathies and moral questions raised too.

Warning: Pretentious Bullshit Ahead!

While I think games should legally be considered Art they are as close to what I've call "True Art" as Cave Paintings are to the Mona Lisa. At the moment, I can't think of any games that would be considered art. For me, the primary goal of a piece of Art should be something that is created to be experienced for no other reason then the joy of experiencing it. However, for all games I can think of, the main aim is to "Win". I think the closest is either Shadow of the Colossus or Flower as both feel like the only reason they added the storyline and the "Win" condition is because they had too.

Super Metroid. It's a story about parental instinct. Samus is never told to go to Zebes to rescue the Metroid (you know, the one that mistook Samus for it's mother), she did it by her own choice (although, it would have been a REALLY short game if she chose not to go). The game constantly reminds us of this theme, with some bosses and assorted creatures having their children nearby. **SPOILER** And what happens when the metroid dies? Samus becomes unstoppable, just like any parent would if you threatened their child.

Art is in the eye of the beholder. Not all music is art. same for poetry and paintings. but if someone sais that for him the crap lady gaga is spewing is art. who am i to disagree.

it tells you if the number you guessed is higher, lower, or correct

This sums it up nicely. The medium as a whole is art, singling out games seems disrespectful to me, same as films etc.
no, it isn't. just as not every movie, painting or book is art. twilight isn't art, the tomb raider movies aren't art, cheapo cash-in games aren't art.

if you designate everything as art by default, why would anyone bother to put any effort into it? there's no shame in setting a bar for what art is...

None, their I said it. I like my games but no game has done anything that I think can be compared to a great composition, art, or litterary work. Maybe in 25 years but certainly nothing yet.

I have a few that come to mind, although they're probably going to be a little contentious.

The first was Assassins Creed - Probably more the first one, but the next two aren't bad either.

I also feel that Halo was extraordinarily artistic - all of them. I'm not a Halo fan boi, and can't stand multi-player... but the single player campaigns were really something else. I didn't even really enjoy the game play, but there is just something about them, that I can't put my finger on, that I loved. The visuals, and the music... the soundtrack for Halo is probably the best of any game made. I also loved the characters. Sgt Johnson is in my top 3 all time favourite fictional characters (Next to Yoda and Optimus Prime).

Borderlands... This game I consider art simply because of its visuals. They were unique and thoroughly enjoyable.
