OT: i think its better just to tell her outright. or flirt a little in a subtle way. Tell her you like her hair, or t-shirt e.t.c. Show you notice her. Maybe offer her stuff, eg buy some sweets, offer them, stuff like that.
This coming from a girl who likes them ideas. She might have other tastes. Girls are weird sometimes..

what id do is describe her - but say it like your describing your type and not a specific person. then if she asks just be blunt about it. that parts not exactly what u say, more just the way you say it ;)

hey wait - for all the ppl sayin 'say it bashfully and smile nervously', does that work?? seriously? i thought girls wanted guys who were cockier than that 0.0 i mean thats what i wud otherwise do but i feel obligated to be bolder.

It depends on the girl. My current love interest(long story there as to why we aren't actually dating) said that she liked the fact that I am so shy, that it was adorable. It is blanced by the fact that the major reason she likes me is I actually respect her. If any one thing is universal I would say it's that one right there: respect.
