I don't know much about foreign age rating systems, In Britain we have 3+, 7+, 12+, 16+, 18+. I can guess some for you that might be T for Teen, the Ratchet and Clank series is a good way to go. Others may disagree, but I think it's a great place for games.

Sins of a Solar Empire or Warcraft 3 are good choices of RTS games.
Get Bully: Scholarship Edition as well. It's basically a T-rated GTA game that focuses on school life.

but
the best is probably the Jak and Daxter series (Jak and Daxter, Jak2 Jak3 and Jak X)
apparently a new Jak is comin out for psp and ps2 =D

Sly cooper 1,2, and 3.

Amazing games with quick humor, fun gameplay, great characters, and an E rating.

For the PS2:
Oni: A beat-em-up mixed with some guns and a fairly twisted story
Xenosaga: The first has always been my favorite of this RPG series, but prepare for about 10 min. of cutscene to start the game.
Armored Core Nexus: Mech combat, absolutely fun.
Odin Sphere: Intertwining stories and beautiful art in a hack-and-slash with a bit of strategy. It's my number 1 on my list of favorite PS2 games.

I offer a negative suggestion: do not get C&C: Generals. The series has been crap ever since EA took hold of it (and I say this as a huge fan of the first game). I played Generals for about two hours on a friend's computer, and it's no exception.

RTS is quite a rating-free genre so you have access to all the genre kings - all E and T.
Starcraft + Brood War (yep, still worth playing)
Warcraft 3 + Frozen Throne (I'm actually playing War3 campaign now for the first time)
Supreme Commander (+ standalone expansion Forced Alliances, Gold edition includes both)
Spring (free! lovingly crafted open source clone of Total Annihilation)
