Honestly, *MOST* bands and artists I listen to fall under this. Even the ones I like. But to list a handful (or try to) -
Front Line Assembly - Nice Instrumentals most of the time and can make a few decent tracks when everything comes together (Falling and Bio-Mechanic come to mind), however the Older Material (like Live Wired) is often extreamly long, with far too many Synth effects on the Singer's voice as to make anything he's trying to sing/shout/speak absolutely unintelligable. Newer Material (like the Civilisation album) has better instrumentation and the singer lays off the Synth effects more, but the Lyrics sound like the kind of garbage you'd expect from a Linkin Park album rather than an "Industrial" group.
Frank Klepacki - Hasn't made anything decent since C&C Tiberian Sun. Shows up most closely when he works with other composers on his projects (like Red Alert 3 and Emperor: Battle For Dune, where every other composer practically wipes the floor with him musically). The man depends heavily on Nostalgia factor, to the point where it's become pathetic. Oh, and neither him or his fans can cover Hell March properly IN FULL.
In fact, CAPATCHA sums him up nicely - "old hat" X3
Nightwish - This is more at the fans than the Artist. I don't *CARE* who was the better singer - Tajara had an inconsistant voice that sounded half the time more like she was gargling than singing (see: Elvenpath), and the newer one sounds like your typical Disney Pop singer - not bad, but pretty bland. The band does however compensate by writing some rather kickass tunes at times (Pharoah Sails to Orion, The Kinslayer, Wishmaster).
There's probably more, but my brain is overclocking itself for now...
