Bring the fun back.
I'm going to own up to something here. I have previously defended GTA IV on this site, praising the personal and involved storyline, the characterisation, and the whole 'gritty realism' thing. But you know what? I recently started replaying San Andreas for the first time in five or so years, and I'll admit I'd forgotten how much fun it was to blast my way through a brightly coloured parody world with a minigun in one hand and a flamethrower in the other. So I'll hold my hand up: I was wrong. Realism works for some games, but realism was never what GTA was about. So bring back the craziness, the wackyness, and all that good shit that made the GTA series what it was.
I could probably think of other suggestions, but this is the only one I really care about.
