GTA5 on the way? - big improvements needed.

Well, while GTA IV had its criticisms, mainly the more serious nature, and the dating/friends system (which you could switch off and completely ignore), I think it was a landmark game for this generation, I wouldn't be at all surprised if Rockstar impress us all again, I don't see them just churning out GTA 4.01, after all 3 was a fair jump from 2 and 4 a pretty big move up from 3.

Get rid of the dumb babysitting missions, go back to GTA3 for mission ideas.

I hope they adopt the save anywhere anytime idea, It gets real tiring having to go all the way to a safehouse to end a game

Most of your problems seem like minor 'annoyances'. I doubt they'd even make the top twenty list of things R* is taking for consideration for GTAV....

1. Take Grand Theft Auto: San Andreas.
2. Place it into Grand Theft Auto IV's RAGE Engine.
3. Profit.

Grand Theft Auto IV was a step backward for every step forward.
Realistic and gritty environment, countered by a lack of things to do in said environment.
Terrific visuals, countered by bad controls.
Fantastic sound design, countered by "HEY COUSIN!"
