I don't want to be "that guy" but this thread has been popping up a lot latley.

Anyway my awnser is an unequivocal yes, many games have brought me to tears, many more have brought me close, I'll not explain each one but here's my short list.

Final Fantyasy XII (over how much I hated it)

Games that made me cry later ie. not at the time but thinking back or listening to the soundtrack triggered something

The ending of Persona 4 always gets me a little misty eyed,I've always been bad with good byes.

end of bioshock 2 nearly brought me to tears... as did the end of half life episode 2, alex's voice actor was just brilliant

I have been close to tears at the end of Red Dead Redemption, just because it was so bittersweet.

However, that just pales in comparison to the tears of joy at the 'Leave' ending in Silent Hill 2. After all James had been through, he came out a stronger person and can enjoy his life once again. Mary, even though we don't even see her that often, became a character that I really cared for after a while. There are moments of great sadness (especially so with Angela) but the overall feeling of joy and satisfaction when I saw James making his way out of the town made me cry like a... (looks around nervously)... like a REAL MAN! Yeah... ; (

I recall being devastated by a certain revelation whence originally playing Silent Hill 2.
And certain similar situations, but, no I've never cried. When that happens I'm sure it'll be memorable, I have faith that the medium will grow.
Also I've yet to play Shadow of the Colossus, and that gets name dropped quite often.

persona 4: the ending. it'd be no good tryin' ta show ye on a vid, but after playing through the game and forming an attachment to the characters, i started cryin. also, that scene with nanako- you know the one.

brilliant and poignant, and even if you don't cry, you will feel sad afterward. it only takes about 3 mins to play and finish it, i really reccomend ye play it.

shadow of the colossus, fallout 3/new vegas,persona 3, final fantasy 7/13, metal gear solid series,mass effect 2,bioshock,demon souls:

didn't make me cry, but made me sad and made me pause for a sec to get my bearings, either because of shock(did i/he/she/etc. just do that/die?)or because of anger because something happened to a character i liked ( he killed them! that p***k! i'm gonna destroy him!)

there are loadsa games out there that'd make ya cry, although i reckon the japanese are better at causing tear jearkers than western developers.

oh, and those moments in persona 4 and immortall? still make me tear up a bit.

I traded my blastoise when i first played pokemon red. i cried and my friend was nice enough to trade back cuz i really missed my first pokemon

I didn't physically cry over it, but one of the (near) endings of GTA IV where

Malorie gets killed

gave me that real 'dead inside' feeling of shock and depression.

Despite popular opinion, I thought Rockstar did a good job of personifying Roman. He spent the entire game struggling to make something of himself, doing honest hard work to build up his cab buisness and woo Malorie. Sure he was an asshole who never remained completely faithful to her before marriage, but he did love her. After the entire game of being beaten down and clawing his way back up, after he finally gets his little buisness and the woman he loves, she's taken away from him literally on the steps of the church where they were just married by a bullet that was meant for you (for Niko).

Mass Effect 2 on "ArchAngel's" recruitment mission.
When Garrus (ArchAngel) gets hit by the gunship and a huge puddle of blood begins to form underneath him, I remember thinking "You can't freaking die! Get back up, Garrus!" I just couldn't believe he was dying. Then he walks into the briefing room and supports you all the way willing to work with Cerberus as long as you're there. Garrus is my favorite :) I don't think I actually cried though but it really made me sad.

Fallout New Vegas didn't exactly make me cry either but it also made me sad when I did a Legion playthrough. I decided to do all the evil stuff so I sided with the Powder Gangers in the first quest and had to kill Doc. Mitchell :( I mean he saves you, gives you his pip-boy, clothes, a gun, and lets you raid his house and then an hour later he looks out his window and sees you shooting up his town.

I can't really recall any moments where I actually cried though, I know I have but I can't remember what games and when. Maybe Dragon Age 2 will be able to make me cry.
