To a large degree yes.
Lair of the Shadow Broker was the best mission in Mass Effect 1 or 2 and Liara's character was really excellent throughout and by the end of it I felt like her storyline had some closure and she actually had a decent reason for not joining up with Shepard. Plus the love scene with Liara at the end of LOTSB was the most endearing and well written piece of romance in either game.
That said the premise of Liara wanting to hunt down the Shadowbroker in the first place was still very out of character. Honestly there's just no way that she'd abandon her life's work in archeology when the fate of the entire galaxy depends on people recognizing that she was right.

Aside from that having Liara want to become the Shadow Broker was also out of character. Having her become the Shadow Broker has some story potential for Mass Effect 3; but her character was just never interested in power until Mass Effect 2 told us she was.

While I'm not totally thrilled with the direction Bioware took Liara's character if Lair of the Shadow Broker had shipped with Mass Effect 2 (as it did with the PS3 release) then I doubt I would have been so pissed off.
Liara's dialogue and voice acting in LOTSB is stellar; but her lines in the main game were so out of character that even the voice actress who does Liara's voice said in an interview that she was mystified by the character's sudden change.
Honestly I wish that Bioware had just left Liara out of the game until they released LOTSB.
