The GREATEST game of all time, Fire Emblem 7, still isn't perfect because of how annoying it is to actually MAKE supports, requiring a shitload of time sitting next to a unit. FE9 had a better support system, but the characters weren't as interesting as in 7. FE10 tried to sweep supports as characterization out in favor of purely statistcal supports and the info convesations of FE9. This crippled the characterization, particularly because THE ENTIRE PLAYABLE CAST OF FE9 (except Largo, who still appears), plus the fuckload of new playable characters, made it the largest cast of any Fire Emblem. FE11 cut info, support, and just about everything else in favor of a lackluster remake of the very first game with a couple new maps, characters, and gameplay mechanics all of which had the depth of a glass of water.
So yeah, there's been perfect games, but they aren't perfection in the sense that they can't be surpassed.

Depends what kind of gameplay you favor, to be brutally honest. As a child, I was bred on Final Fantasy 6 and Earthbound, so I naturally feel at home while playing RPG's with turn based combat. That isn't to say I cannot play a FPS or platformer, but I have it lodged into my brain to always lean towards RPGs.
