The answer is no.
At the height of my anime fandom (which ended some 5 years ago) I could ogle the visual design, I could enjoy the dialogue and appreciate the portrayal of a personality, but I never, ever forgot that these characters do not exist, have never existed and will never exist. They are the product of collaborative design and present some sort of ideal. The worst thing a peson can do to themselves is obsess over something they cannot have or expect reality to live up to those expectations.
I know some people who try to make the excuse that they have a crush on the voice actress... until they find out the voice actress is ugly, or a massive ***** in real life.
Seriously, I have friends who cannot have relationships because real life people aren't like their favourite anime characters. Get out while you still can.
But having crushes on celebrities is okay?
Did I say it was?
Even if having a crush on a celebrity is ok (and while that's still debateable it's not really any worse than having a crush on a teacher) at least that persons exists. Granted in reality they're probably not the person you think they are and in the case of actors nothing like the character you associate with them. But they exist.
No, you did not say that having a crush on a celebrity is okay. I assumed you thought so, since most people would not have any objections to someone having a crush on a celebrity. Do you really think it is not okay to have a crush on a celebrity?
Getting into a relationship with a celebrity is practically just as plausible as getting into a relationship with an anime character; particularly when considering that the average person crushing on a celebrity is a teenager, so the celebrity would be quite a bit older.
In addition, the person will most likely never have seen the celebrity in real life. The entire fundament for the crush are pictures and video of the celebrity, and his/her perceived personality. Just like with an anime character. And before you argue that the anime character is drawn: There really isn't that much of a difference. The character is drawn with the specific intention of being appealing to humans, just like the pictures taken of the celebrity. There's nothing wrong or unnatural about feeling attracted to, or turned on by, a drawn representation of a human being.
You argue that "at least the person exists". In practice, no they don't. They do exist, technically, yes; but they do not even have a tangental relation to the crushing person's life. For all intents and purposes the celebrity does not exist in the life of the person with the crush. He/she might as well be a bunch of pictures of a random person, with a artificially generated personality tacked on.
