I stare at everyone. Its not cuz I like em or anything, I just zone out a lot and my eyes naturally fix to the most familiar thing which is a human face

Clearly you have his interest. Either he thinks there is something abnormal about you or he has a boner for you. Probably the second option.

Unless he just spaces out a lot and happens to be looking at you when he does so, he's got a thing for you.

Well, interested sure, unless it's a glare rather than a stare (in which case you probably wouldn't be wondering), but you need to ask yourself what kind of interest. If all he's interested in is your looks, it's safe to say he probably looks at plenty of other girls the same way.

I'll say what every one else has said (in one way or the other), he's probably into you and he's too shy to confront you. It could be the colorful clothes you wear, and the way the sunlight plays upon your hair. The real question is what do you want to do about it?

Do you want to:
1. be "just friends"?
2. have him sweep you off your feet?
3. mace him?

The male mind isn't much different to the female version, if at all.

If he's looking at you a lot it's because he finds you attractive. If he's quickly looking away when you meet his eye it's because he's thinking, "Oh crap ohcrapohcrap, that cute girl just caught me staring at her! Quick! Look away, act casual!"

If you want proof, smile at him and observe the results.

I'm going to use the Occam's Razor approach. Basically, the simplest answer is usually the correct one.

The simplest answer is that he has some attraction to you. Basically he thinks you're cute/interesting/smart/etc or some combination thereof.

The best way to test this would be to talk to him. Especially if you are interested. Otherwise, just ignore him.
