How can Argonians be werewolves?

Can't say for Argonians but Khajits are a distant relative of the elves, there are meant to be less feline species that are just slightly fury elves.

You become a Werewolf during a quest chain. You don't actually have to sit there and get your face carved in by a Werewolf.
