I agree, at least concerning B-Movies and Fan-Stuff. There was some british amateur series that had cheap but effective zombies. I just wanted to point out, though, that for bigger productions, making convincing Make-Up, etc. can take tons of time and money, especially when you have like a hundred extras with face make-up. From what I've heard from friends who've seen it, it's more a character drama than a zombie "thing".
