rapture is impossible to build your
first problem is how to build a city without anyone finding out
then how do you spread the word to people and keep it a secret
then how would you get air bioshock said trees but there is no light at the bottem of the ocean so trees cant make oxygen
there are just too many other problems but assuming it is possible id say about 100-200 trillion

it would probably cost less to build a city on the moon or on mars also the parasites would never be able to find a city up there

ya you are right but if i remember right it was a glass top roof in that level and there were no lights in the roof

More then the US GDP, potentially more then the global GDP. At least several hundred trillion USD anyways. I'm not even sure if its possible to build a semi-self sustaining city on the bottom of the ocean anyways. It wouldn't look like Rapture at all since the buildings would have to be a bit more resistant to pressure then Rapture's stucco buildings (some of which have holes in them that the water mysteriously doesn't enter).
