ya you are right but if i remember right it was a glass top roof in that level and there were no lights in the roof
also can anyone tell me how re writing your dna could give you the power to teleport

More then the US GDP, potentially more then the global GDP. At least several hundred trillion USD anyways. I'm not even sure if its possible to build a semi-self sustaining city on the bottom of the ocean anyways. It wouldn't look like Rapture at all since the buildings would have to be a bit more resistant to pressure then Rapture's stucco buildings (some of which have holes in them that the water mysteriously doesn't enter).
