These guys give good advice. Basically, go up to her, and say something. It works. You just go up to her (or really any person you'd like to meet) and talk to her with confidence. If she stays to talk, she'll give you her number when you ask. If she doesn't, she can go fuck herself, and you don't need to feel bad about anything. If she wants to stop, but is actually in a rush, ask for her number.

yea Its pretty good because you don't come off as you are hitting on you and you can get a feel for if she is interested in talking to you or not by her body language and her responses.

Come up with something to do if she says yes like dancing, or a day trap zoo, museum almost anything but movie and dinner that boring, then you go say hi introduce yourself and ask her to the event, it worked for me.
