I'd delegate all the tasks to my minions off course. No point in me wasting time running some place filled with dicks. Meanwhile i'd be enjoying my glass of whiskey in my palace.

It's an infinite afterlife. I'd let them do whatever they wanted with no restrictions, and indeed help them out with it. Everyone's dead forever so there's no real consequence or pressure anymore - does a dictator want to take over? good for them. They'll get bored, and how are they going to enforce anything? Sociopath? Stab away - people aren't going to get any more dead. If they don't like it they have infinite time to get you back for it. The only punishment is eventually going insane after existing for trillions of years.

There's no point in torturing people - why rehabilitate people if they're just going to go to another version of an infinite afterlife? If they're so desperate they can rehabilitate themselves - they have the time for it. Maybe they'll take longer to lose their minds if they do.

I would run it like the protagonist from Disgaea 4. People are reborn as Prinnies (demonic penguins that blow up when thrown) who have to work off their sins for minimum wage, 20 hour work days, horrible working conditions, and no breaks.
So just like the Disgaea Netherworld in general? He ran more of a school for them, than anything else. And what about the Prinnies that get to work in heaven? I'm asking the difficult questions because I love the Disgaea series.

Completely unrelated to the person I'm quoting, I would probably base mine on Disgaea as well. Start as a Prinny, but you can, if you've worked off enough money, become a higher rank/level creature. (The catch is that the price is always just out of reach for them. Normal demons, and me of course, can use all of it's perks, I would of course be either the local Tyrant, or the Baal equivalent.)

It must be suffering? Well then, it's just a big open space, goes on forever, no end. No entertainment, you are never hungry, and you never sleep.

If it doesn't have to suffering. I make it a great big mental health center understanding why they were dicks.

Everyone is put in jail cells and left in there 23 hours a day with nothing to do. The one hour they're not, they have a meal of bread and water.

Essentially, an eternity bored senseless.

building the best and most accurate (while also insanely annoying) bureaucracy to get everyone the most ironically punishing hell each individual would deserve.
I mean, we're hell, so that sets the bar pretty high, and we should do the best we can to make the stay as humiliating and annoying as possible.
