That just might work. One suggestion; Make a clear perimeter around the camping area, within which the entire area is considered a safe zone. You might want to also do this for, say, any playground equipment or concession stands in the park. Also, it's not standard in the rules, but you might want to make seperate camp grounds for humans and zombies, and extend the stun time after being tagged by a zombie to last until the tent is moved from the Human camp to the Zombie camp.
On college campuses, it's usually good enough just to make the buildings on campus safe zones, and allow humans and zombies to live together, but in this case, having Humans and Zombies live together would give an even stronger advantage to the zombies than they're supposed to have. The idea behind the game is that everyone is a zombie at the end, allowing everyone to win -- so that advantage is pretty strong to begin with.
