Most will tell you A Link to the Past or Ocarina of Time is. For 2D top-down Zelda, ALttP is definitely the best, while 3D? Whether it's OoT or not is arguable. Barely anyone will tell you that TP or Wind Waker are best, but the way I see it, Majora's Mask improved on everything Ocarina of Time did.

I heartily disagree with you on "Ocarina of Time". It is severely lacking in quality. Most of the sidequests come off as completely pointless and the final dungeon is completely halfassed. It is, by no stretch of the imagination, a terrible game, but it is no longer the best title. You are right in saying that "Majora's Mask" was an improvement.

Second, you weren't really disagreeing with me. I agree with you. I don't think OoT is the best. What I was saying is that most people will say it is because of what it brought to the table, rather than its polish.

OoT is regarded the best Nintendo game ever, at least by Nintendo Power.
Its also one of my favorite games too.
