I would agree that Gyarados is awesome, especially that red one from Pokemon Gold & Silver (I always caught the thing), but he is still under Dragonite since Gyarados can't fly. You seem him flying in the anime and he is for whatever reason a flying/water pokemon but he can't learn fly in the games which is where it affects me and thus he loses points for it. He still gains a lot of points for being a dragon.

Dragons are badass/awesome and Gyarados is a dragon (even though it isn't his type and it should be) and he is good at being a dragon. Dragons are just exponentially cooler when they can fly. That is really all there is to it.
