France. I've always liked France for reasons I'm not sure I can define. If for no other reason, while we (Americans) were holding a revolition where nothing really changed in the grand or immediate scheme of things, the French actually tried to completely remake the social fabric of their nation. It didn't work the first few times (it might not have worked even now) but you have to credit a people willing to do something so radical.
I would love to run a country like Tanzania, Botswana, or Lesotho just to see if it's even possible to create a modern industrial economy starting from nothing. Would I be able to get the AIDS rate under control? Could the people be educated to a level where foreign investment could be attracted and taxed to provide services and infrastructure? Would the UN play along? And how about my own people? Would the Maasai tribesmen and the dozens of other factions of subsistence farmers and herdsmen be able to live in such a society without launching a revolt? And if I were perfectly honest with the national treasury, would my lieutenants and bureaucrats be able to keep their own hands out of the till?

Sorry bud, but the UK isn't what it used to be in terms of military power. Not like that's a bad thing though.
