The United Kingdom. I would then proceed to rebuild the British Empire because it used to be awesome.

And my plan is something like this... forge a few documents that say England still has control over everything we once controlled, including the US. I'll also forge another few documents that grant us UN support on this. Sure, there'll be World War 3 but I'm sure we'll emerge victorious!
