I suppose I'd go with Great Britain since I live here but it's kind of small.

You can keep America. I don't have the patience to deal with your crazy people.

I'll take the US. All leaders are chosen via IQ testing (highest scorer is president, second highest is VP, 3rd is speaker of the house, etc. ,etc.), but only at the death of the original leader. I figure this way the most suited shall rule, and they can focus on what they believe, but with no blood lineage you avoid the problem of families handing roles over to their children that they are unfit for.
Hmm.. I see one flaw. AT DEATH OF PREVIOUS LEADER.
Does this mean you are able to intrigue again others, and does it also mean they are leader even when senile, impotent and weak?

Dictatorships have that pesky morale penalty for new colonies. It's a resource sap to establish an outpost on a world before you colonise it, so when I take over, everybody will be getting cybernetic brain implants, shackling them into the SWARM network, connected to the HIVE Mainframe.

Fortunately for you squalid lot, my dominion over the human race is currently on hold while my R&D department works on suitable bacronyms.

Hmm good point, let me rephrase that, until death or proven incapable of leadership. I figure semi-annual (maybe every four years like an election) testing of the leader to maintain a higher IQ than others, should another crop up with a higher IQ, they are trained, briefed, and put in his place. Do you think that that might solve the problem. Though I will keep the chain of command as it allows for should the president die, the next in line can rule until the tests can be administered, gathered, scored, and have a new leader chosen.

Australia, then I'd see where I went from there. by using our extensive Uranium resources to create a supply nuclear related bombs, I'd force all surrounding nations into subservience (basically give me soldiers and materials and I won't turn your cities into radio-active vapour), build a missile shield (to defend against ICBMs and aircraft) , a fucking fantastic navy (to tackle nuclear subs), then see who else I can get bowing down before me (I'm looking at you South America). Knock out one continent at a time, ending with North America.

I have put a lot of thought into this.

I've always wanted to be a dictator, probably because I played too much sims as a kid. So I'm wondering, if you could be a dictator of any country on earth, which country would you rule and what would you do with it?
I found a few errors in your original question.

I would rule Bolivia in order to finish what Che Guevara started considering I look like a white version of him (similar hair, facial hair and a liking for military style hats).

In a realistic sense, I'd rule either a major power like Russia or China or somewhere with a lot of space and a lot of people like Africa. I'd establish control through politics with a steady platform addressing all of the biggest issues (and lie about fixing them). Also don't forget about the charisma.

In a fantasy sense, I'd either just establish my own moon base with giant robots and gradually take over Earth, or I'd put together my own private army and take over some country in South America and make Outer Heaven.

I only get one country? Fine, I rule USA, take over entire world with their (admittedly large) army, force everyone into marshal law, zero tolerance on rebellious uprising, re-write world laws and enforce 'eye for an eye' policy, ban all non-state regulated imports and exports, cancel third world debt and make sure the third world creates a system where they can sustain themselves, two years national service for EVERY citizen, abolish prisons and create penal work forces to help third world and any other unskilled labour needed on earth, ban organised religion and give all church/mosque/religious lands back to the state to be used for something worthwhile (for instance hospitals, emergency services, public houses etc), people would get paid by what they produce rather than whatever stupid system it is now (sports stars get paid next to NOTHING because they don't deserve it, actors get a lot less, musicians get paid the same but no longer have to be backed by a publisher thanks to the miracle of internet, etc) and finally i would divert all remaining government funds and all available research to medical breakthroughs and, more importantly, space exploration! We need to colonise mars, then titan, then build an interstellar wormhole gate orbiting neptune, so we can get out of this solar system before the sun dies in 5 billion years, or humankind is toast!!!

Or something like that, I really haven't thought about it a whole lot... ¬_¬

Well for a leader to be effective they really need to be in power for a significant amount of time. They need time to put their plans into fruition and then act upon then, I think that if they should be leader for a minimum of 5 years to allow them time to make their plan come to life. Of course emergency measures for leaders who are obviously incompetent.

Russia. They have a lot of nukes, tons of resources, and the population is probably used to Dictatorship so nothing will change most likely.
Nah, The way they go when it comes to revolt and overthrowing, you are better off becoming a dictator of a more sedate populace.

Well, I think I would start with New Zealand or Canada. Although I'm not terribly fond of the idea of having to fight the Maori people... that seems like a bad idea.

Canada, however... I have family there, it would be an uprising of Clan MacGillivray the likes of which the world has never seen before! Starting with Quebec and Newfoundland. We would spread the range of Nova Scotia until we were satisfied with out territory.

Then there would be attempts at Utopia, Secret Police, and making sure that the general population can't have an uprising... You know, the usual.
