Thanks, it's Zodiark. It's an Esper from FF XII that is forever to be a baby because the gods feared it would overpower them since as a baby it was as strong as them.

Well two things:
1: It's a JRPG.
2: He is as powerful as the gods because he had to be more powerful than all the other summons so when the gods made him they made him too strong. He goes into his adult form when he hatches. And if you think about it, as a baby he was as strong as the gods, in adult form he sneezes and the universe explodes.
