Ok I got one in a more riddle way-

I am often seen as a pair since me and my counter part were presented in the new generation. My head look like I am wearing a hat. While my type dominates my counter part, should we engage in physical combat I will be fragile just like my nature type. Which Pokémon am I?

I don't know what that is, I imagine it's a held item or something, but no.

It's a bit tricky and required liberal use of SURF to get to.

What's a pokemon that starts off with many (> 4) limbs, evolves into no limbs, then evolves again into 4 limbs?

Kindof a hat like thing on its head.
Ice is kinda fragile.

As for the rest.
I think Ice is good against grass.
And maybe Glaceon has lower defensive stats?

Nope, he's fire and flying. Otherwise Gyarados would work too, but he's water/flying.
