OR OR OR!
Having the Geth fleet, Migrant Fleet, Alliance, Council, Rachni and Batarian (why not?) all converge on the Citadel for a Galalactic scale Zerg Rush.
There's only what, 1500 Reapers? Sovereign managed a kill ratio of about fifteen to one with back up. I'm sure the whole galaxy can manage 22'500 warships.
This, of course, is the realistic answer.
The consequences of ME1 and 2 will play out.
Also, we haven't seen Tuarian or Alliance Dreadnoughts yet. Sure, the Geth fleet butt raped an Asari Dreadnaught, but its been established that the Alliance and Tuarians are the Military masters. For all we know, the only reason Sovereign did so well is because the Asari blow and the Alliance was rushing.
Think about it. The Protheans were a unified nation. We can assume their military wasn't exactly up to snuff. Now, with 4 major Citadel factions (Plus the Geth and Quarians), whole solar systems over run with pirates, and several 'terrorist' species, it's possible that the Galaxy is more ready then any previous cycle.

I actually hope that ME3 is a no win scenario. That no matter what Shepard does, the reapers win.
That could be really gripping and bittersweet if done right. And then it flashes ahead 50,000 years to show that for all of the resistance Shepard put up, no one can break the cycle.
Actually, it would be neat if part of the game was seeding the galaxy with clues and weaponry for the next cycle, and getting to watch the next group succeed.
