If you have friends, Killing Floor is one of my most-played games. Zombie co-op shooter with RPG elements.
Pretty much 60 % of the entire XBOX 360 library is gun-based games so im sure you won't have any problem searching for one. A new one though that's harder to recommend but i'll recommend you Killer 7.
Mass Effect. Such an amazing game, great story and really well written characters. I say it's the best shooter, but then again I normally don't play shooters and mainly enjoy it for the RPG aspects. If you don't like RPGs, then go for the Metroid Prime series. If you don't have a Gamecube and/or a Wii then instead go for Bioshock.
Half Life 2. If you're gonna go shooter, go with one of the best paced and most intelligent around.

If you have a PC, E.Y.E. is one hell of an experience. It has first person and shooting, so I guess it counts.
And don't worry about specs, the game's specs are really low by today's standards. It runs on the source engine, which runs pretty well on older hardware.

Although more of a platformer, the Ratchet and Clank games on the PS2 and 3 have a lot of good third-person gunplay. Good humor as well as lots of creative weapons(not only guns. You can also get things like whips, flame throwers, bombs, and transmorpher rays) and shooty-shooty action. Insomniac's Ratchet games were by far the best, so that's Ratchets 1-3 on the PS2(Deadlocked is good but the black sheep spin-off) as well as the 2.5 Future games on the PS3
