This is a difficult question as a Russian-American, so I'd have to go with China on pure manpower. The only problem with defending America itself is that there just aren't enough soldiers to cover our large area.

The Assassin Brotherhood. They have agents everywhere, and they certainly do know how to take out high-profile targets and infiltrate enemy ranks.
I'm from the UK, the sensible choice would be the USA, as their military is top notch, but they are stretched thin at the moment. Maybe Germany, they would be pretty good.

China have no fighting experience. Have no way to transport 3.6 troops to be effective. They are a conscripted that means most of them don't really want to fight. Their military is mostly to defend.Kryzantine said:

This isn't some kind of video game. It is very very very hard to invade another country. You need a lot experience and logical support to even think about it. It is almost impossible to invade another democratic country because the majority of the population will resist.
To answer the original poster question. You want a country that have a long history of fighting. You want a country that is able to move supplies and troops around the world. There is only one country that is fit this and that's the USA.
