Well, the Indie games you could get on a PS4 you could get on a PC as well, and for just a bit more you could build a decent enough rig that could play any Indie title coupled with the fact that you could play a shit ton of other games as well, much more than you could on a PS4 or ever will be able to on a PS4.
Now that the obligatory PC Master Race pamphlet has been handed out, do you have any fucks to give about getting a PC? If the answer is no, have you liked Sony exclusives in the past? Right now, you're looking at Bloodborne, Uncharted 4, and a few other games I can't remember off the top of my head. Infamous was alright, the gameplay was my favorite of the games, but the story was just so boring and stock and just shits on the previous games' lore anyway, so fuck it honestly. Persona 5 is coming out, but if you have a PS3, then you can get it anyway, and that was the console it was originally coming to anyway, so I doubt the PS4 version will be any better besides maybe being prettier.
Also, no backwards compatibility, just PS Now which is okay I guess, but you really would be better off just having a PS3 and PS2.
This generation is less about exclusives and more about which console has more people on it and which console has the better multiplatform games. The PS4 got the lead thanks to Microsoft's blunder, so if you want a console to play with friends online, PS4 is the way to go I suppose, but then the PC card has to be pulled out on that one. If Bloodborne and those Indie's just look so enticing and you refuse to get a PC, go for it I suppose. It's your money, I'm not your mom, I can't tell you what to do with it. I'd just say that there are better deals especially because most of the good games you can play on a PS4 you can also play on an XBone or PC, and the PC you can play more on.
And this is all coming from a proud owner of a PS4.
Oh, second recommendation. Wii U. Fuck it, you were looking at dropping 400 on a PS4, why not through on a bit more and get a Wii U and New 3DS. Two consoles, one was a big library, and the DS library, and the other with fantastic first party support with fun party games to play. Really, you can play the AAA games already, might as well just get something that will play things you won't be able to play anywhere else.
