You mention any Hip-Hop band that hasn't been on MTV or whatnot and I won't have ever heard of it, nor will any of my friends bar one.
Could also be because theres a lot of musicians that have never applied the phrase "target audience" to their working practices. And can't really help you with the MTV thing as I've NEVER watched it. I look for music, not wait for it to come to me.

There is nothing wrong with a band having a target audience, if anything it shows they are aiming to please rather than to make a quick buck.
I don't watch MTV either, it was example of how mainstream a Hip-Hop band would have to be for me to have heard of it. The point being that obscure does not mean bad.
As for the last part, I fail to see the relevance to our discussion. I also don't see why it would matter if you choose to find music or let it come to you, it's not like it's a race or anything. It's just music.
